Compliance Resources

The NSTC (National Support and Training Center), the NBOD (National Board of Directors) and all kinds of commissions, are continuously fine-tuning AYSO's Operating Regulations: National Bylaws, Rules and Regulations (7/08), Standard Regional Guidelines, and Policy Statements; which can all be found in the AYSO Reference Book (temporarily off-line).
The better the compliance with the AYSO fundamentals, the less chance that any region runs into trouble, and the easier it is to run each region smoothly within AYSO's organization, based on our 5 philosophies.

General Compliance:

  • The Volunteer Protection Act of 1997 states in general that no volunteer of AYSO shall be held liable for harm caused by an act or ommission by the volunteer on behalf of AYSO, if
    1. the volunteer was acting within the scope of the volunteer's responsibilities in AYSO;
    2. if the volunteer was properly certified, [trained, and] authorized for the activities;
    3. the harm was not caused by misconduct, gross negligence, or a conscious indifference to the rights or safety of the individual; and
    4. the harm was not caused by the volunteer operating a vehicle for which the State requires the operator or owner of the vehicle to (A) possess an operator's license; or (B) maintain insurance.
  • All volunteers are required to submit a signed volunteer application form, annually for the current season (see: privacy principles, criminal background check and SAI, Soccer Accident Insurance)
  • AYSO provides a continuing training and certification matrix (7/05) for all jobs at all levels.
  • All job training consists of 1. Safe Haven plus 2. job specific training: (Regional board, Area, Section, National; see Acronyms).
  • Complete and accurate training for Coaching, Officiating (Refereeing), Management, General and eAYSO courses, and On-line Training)
  • Note: after a signed volunteer form has been submitted, and proper training been taken, authorization is still required to act in any volunteer position in AYSO; by the RC on the regional level; by the National Board for any RC, AD and SD.

    Financial Compliance: 
  • AYSO (American Youth Soccer Organization) is a nonprofit corporation (ID# 95-6205398, exempt from income tax as an organization, described in section 501(c)(3) of the Internal revenue Code), organized under the laws of the State of California. Unlike other youth organizations, AYSO is a single corporation, one legal entity and each region is a component of such corporation. Hence the assets of each region, as well as the liabilities, belong to the AYSO National organization.

  • NAP Budget Form (6/5/07; for Region, Area, Section; other. Note: the budget form lists multiple account names on the NAP chart of accounts, but regions may actually have different regional bank accounts for separate programs (regular program funds, tournament funds, exchange program funds, secondary play program funds, etc.) and could use an additional budget form for each of the programs for planning purposes.) AYSO Finance Hotline 800-255-2976 (3/19/07) is available from (11am-8pm EST) M-F to take financial inquiries for AYSO Sections, Areas and Regions.

  • AYSO is exempt from payment of the New York State and local sales and use tax
  • Use of PayPal and regional creditcard is NOT permitted for AYSO funds.
  • Tax Implications of Contributions (Contribution Acknowledgment, IRS publication 526, Contributions)
  • Starting with July 2007, NAP statements will be uploaded for viewing in eAYSO (see: [Treasurer][Region Reports]). Hardcopies of statements will no longer be mailed back to treasurers.
